I think the main difference is actually their 'core' being fully destroyed or not. For example ChangYi's father should be really dead since even his core was disintegrated and destroyed.
The 'people' who 'died' (or lost their human form) still has their core intact, hence possible revivals

in this latest reset, the 2 leads were able to inform the police about the details of the bomb, the pot lady+driver are actually accomplices. The main reason why they are trying to bomb the whole bus is due to their daughter's death 5 years ago, exactly on 1:45pm. (important timing) hence they are always chasing after that time.
Reason why the pot lady and driver seems fine is because Zhang sir managed to take over the bomb and tried to fling it out, but its still too late, hence left him burnt and eventually died. --> also explains why the police guy was so angry with the leads
no one else is stuck in the loop except for the both of them(as for this current incident) there is also a huge discussion on why 5 years ago their daughter had to alight the bus, was she stuck in a loop as well.. this will probably be the key to solving the whole story
this 1h45 mins of content is of pure goodness, new temporary(?) members added to the team, still seeing the regular team members shine, antagonist did a great job too

That aside, its really nice to see how everything ties up with the main story and damn..the last scene of Maya's monologue before going into the classroom..
not sure if its part of the creator's intention but, if we take out the some syllabus from 'Akutsu Maya', its 'Akuma' which means devil such a nice little touch to the show
and dang japan can really do their 'school' 'class' dramas really well
