So then he is bluffing about being a soul shifter? Isn't that a very dangerous bluff? I thought in order to be a soul shifter you needed to practice Alchemy Of Souls sorcery which was taboo/banned? But here he is proclaiming out in public and in front of the King that he is a soul shifter?

Well he is Hwansu level so he can be a soul shifter without running wild. They mentioned in the earlier episode that every soul shifter eventually runs wild and needs to suck on other peoples energy in order to survive except if they are Hwansu level.
