I wouldn’t say it’s a bad strategy. It’s just a different way of telling a story that’s not linear. The director wanted to show how present day is (ex: Covid, 2021) in juxtaposition to the 1998 where it was different. Changing times before the 21st century. How Hee Do’s daughter life was diff than Hee Do’s.
