HMC was trying to divorce CSY because he though the current president would go after his wife if he continues to support special act.
The secretary could do anything to make special act pass, not care about HMC's family including his daughter, that's why although they have the same goal, HMC fired her bc the secretary did thing to the length of hurting his daughter
