I think it was because yql wasn't sure if she would do well in business 9th dept, so she came up with this situation instead. If she didn't do well, she could just stay in the dept she was comfortable in doing the types of games she knows she's good at. But if she were to be transferred permanently and didn't do well, she might not be taken back, especially since she's resigned once before. She might also be afraid that she'll have a bad reputation for being disloyal in the gaming industry.
