Amber did say it himself that he is male. It might've been hard transitioning at such a young age but he seems comfortable saying that he is a man, so his parents made the right choice. Or maybe they took him to therapy to learn which gender he actually feels like (idk if i'm stating it correctly) and then made a decision considering his preference.

Since the tags given for this series does not indicate a plausibility for this theory I think he might just be trans. If he is trans then there should be scars on his chest, did you notice that the camera angle in the shirtless was shot in such a way that you can't see that part of his chest.
About them not noticing him in the park- Why would they? He's just a random stranger, and they were busy looking at the photos.
