Pilots are more like a fundraising tool. The company makes a show pilot (usually at their own cost) and hope it draws enough attention that they can actually fund the creation of the show. That's why we get so many pilots for shows that end up not happening. Often, those shows didn't garner enough attention for sufficient sponsor companies to fund the show into actual production.
