I think the first twist was that Jinho and his downstairs neighbors were working together to plant the speakers in his room. Jinho was trying to manipulate things and basically paint Woosung as some kind of psycho, since he was the easiest target.
The second twist was about Eunhwa (the buildingās representative). At first, Woosung and Jinho were working together to try to find evidence that she was deliberately making the noise to get people to move out. They eventually find out that she was trying to buy all the flats because a train line was supposed to be built next to the apartments. That would let her rent or sell the apartments at a crazy high price.
Jinho says he was a journalist or something like that, but instead of uncovering the truth, he was trying to fabricate a story. He saw Woosung as his scapegoat, which made the story more interesting. He even had cameras installed in the buzzer (I donāt know what itās called) and was collecting all this fake āevidence,ā like asking the neighbors what they thought of Woosung, and that clip in the sauna where Woosung says he would kill them or something (sorry, I donāt remember exactly).
Obviously, if youāve watched it, Jinho ends up killing Eunhwa and her husband, and dies from the wounds he got while fighting them. Woosung then burns the ledger, which had all the evidence of what happened, and lets the building explode.

Personally, I think it was all just in Woosungās head. As a result of everything that happened, heās still in major debt, and despite everything, nothing really changed. So him laughing at the end was basically him having a psychological breakdown ā but like thatās just my take on it.
