the reason why they can make such a joke is because they are bilingual. surely you made such jokes too? For example, I always laugh when I hear shiba inu (dog breed from japan) because it reminds me of a swear word in korean. The shiba dog, dare I say shiba gaesaeggi quite literally! Or the famous wolfenstein joke "Bist du ein frankfurter? "Yes, I'm hot dog!" since frankfurter can mean a person from frankfurt but it can also mean a sausuge typically put in hot dogs....such jokes are fairly common and an advantage of knowing more then one language, I don't think it's anything weird.
As for the rest not being funny or being cringe, I don't think so but it's up to taste so it can't be argued.

people do get mental evaluation. I have a korean friend who was discharged from mandatory service because psychiatrist deemed him unfit for service (he had a stress disorder and was taking benzos every day basically)
there are many other ways to avoid draft. including having a criminal history or some health issues (which is why im surprised that a guy with asthma was in the army) or being a drug addict etc.
