No it wasn't. A civil union and a marriage are not the same thing. And they couldn't have gotten a civil union in Portugal where LXF lived in 1996, and they also couldn't just get it willy-nilly in another European country. The screenwriters really should have done some more research on this.

And this is the show, not the book. Two different things. Unless they tell us more years have passed, it doesn't count.
