Its pretty rare to see a well-written lgbt+ villain in a 16ep kdrama tho. Its usually, just as u said, an ott stereotypical character. that's why I usually prefer not having representation at all over the bad one. Still, JDC is pretty well-written, so this drama may be one of the good ones.

god i hate how they make gays the villains so often. gotta say, jo deuk chan is the most interesting character in this drama. in last couple of episodes I sped up like all scenes without him. great acting from yun ji on as well.
