no, because they didn't know who they could trust or if the Wei family was apart of Chu's army massacre. Also the Wei family is supposed to be the only manufacture of said weapons, so for those plans to have gotten in the hands of the enemy, powerful people had to behind it and they didnt how far the corruption went.
