For what it's worth, most of the things I mentioned in my comment were spoiled for me because I (willingly) read comments from fans who read the book and honestly I'm really glad because knowing those details allowed me to really understand and appreciate why the ML was acting that way. Otherwise I could only really appreciate that by re-watching the drama after watching the whole thing and getting all the details the way the drama slowly reveals them.

The ML's circumstances are highly unusual. In his circumstances, it makes perfect sense that he would not want to sleep with any of the women around him until the FL comes along. You start to learn about those circumstances in episode 9 and more details are slowly revealed as the story progresses.
The ML was only 14 when he transmigrated into the historical story world, and he spent 16+ years there before the FL arrived. In that world, everyone around the ML is a fictional character who does not understand him. All of them either try to hurt and control him, or are under the control of someone else who is trying to hurt and control him. Then the woman who controls every aspect of his life (the Empress Dowager) arranges for him to be drugged and raped by a woman she controls so she can produce a back-up puppet heir that will also be under her control.
Years later, a rival kingdom sends a woman (Shanyi) to carry out a doomed assassination mission against the ML in order to justify war between the two kingdoms when the woman is killed for her crime. Shanyi was forced to become the ML's concubine despite being in love with another man. She used her status and access to his bed chambers as his concubine to carry out the attempted assassination, knowing she would fail and be killed for it, in order to spare the man she loved from being harmed.
None of the women around the ML were real (they are all just fictional characters) and all of them were designed, by the narrative of the story, to work against the ML. Some of them gave orders for the ML to be emotionally abused from a young age (forcing him to watch as his brothers were punished every time he "slacked off" or suffered a headache). Some of them poisoned him from a young age. One of them gave orders to drug him so he couldn't move, and another administered the drug. While he was drugged, one of them raped him on the orders of another. And at least one of them attempted to kill him in his bed chamber. Of course he doesn't want to sleep with any of them.
The FL is different. She is real, not fictional. She is not under the control of the Dowager Empress, Prince Duan or the forces of the story. She is from the same real world that he is from, not to mention all her other unique characteristics, like her willingness to share the information she had from skimming the book with him for his benefit.
As Eunuch An mentioned in the first episode, the ML normally wouldn't allow any of his consorts or concubines to stay in his chambers for more than a few moments - he normally scolds them away instantly. But as the very last scene of the drama (it comes after the credits in the last episode) shows, the ML had previously instructed his attendants to advise him if any of his consorts or concubines seemed "different" and, before the FL arrived in the ML's chambers, Eunuch An told the ML that Concubine Yu (the FL) seemed very different. That's why the ML allowed the FL to stay in his chambers and used a modern phrase when speaking to her - he was already anticipating that she might be a transmigrator.
All in all, there are very specific reasons why the ML acts the way that he does.
