I agree with your assessment and on top of that, it allows Solhee to increase in her understanding of truths and lies and to continue to see the limitations of her power. And the bakery scene also allows Doha to make friends (something that he lacked his entire life) and continues to showcase his gift of empathy

I think it's more of the expectations you have of Pinocchio and this drama rather than what you stated as defects of the dramas. I see both of these dramas as coming up age, slice of life, wholesome dramas where it's enriching to have many colorful characters and side stories rather than a straight up mystery or thriller. I think some people here are expecting something that shouldn't be expected from this kind of genre. What you see as fillers, I see it as potential growth and world-building and allowing us to see the normalcy of characters and their daily lives.
