He is supplying the drugs since Pavel designated him as the head operator of the drugs, and remember, traitors are executed, therefore he chose to discreetly destroy them once he grows stronger than them because he cannot escape. If you remember episode 16, there was a phone conversation sequence when Pavel panicked because they didn't have the antidote; he wasn't worried about the drugs, but about the antidote because it was his work that he didn't want to give away. The persons he killed were a crooked cop, the Russia mafia, and Hwaja, who wanted to assassinate Nam Soon earlier, so yeah, they are not that innocent. Him trying to kill the super heroes is just his retaliation and defense because they came after him. He is not killing people for the fun of it. That's what truly evil people do. He is going that route because he was backed to a corner. Essentially he was caught between a rock and a hard place. Ntm this all could be avoided if Nam Soon literally talked to him and was honest from the getgo. She knew all he needed was someone to trust and she still chose go betray him. The drugs victim are Pavel's victims. That aside, the REAL villain / mastermind – Bread Song / Nozh is still free so Shi Oh's death was all in vain. What a waste. Let's talk about that before spreading misinformation. Just say you don't understand his character or refuse to since his characterization is "evil" or "the villain" and you can't look past that. As I previously stated, he was morally grey, and if you lived his life, you would be forced to either do the same or continue working with these bad guys. That's why people didn't like them, they were very much insta love. No connection no build up. No obstacles, no real emotion. Just bland and boring – casual. Namsoon was also childish and insufferable even more so with Hee Sik. She emasculated him, just like what her entire family does when it comes to men. I believe he was justified losing his shit after being betrayed yet again by someone he trusted.
