The thing is he is only doing so so no hostages will die since it was in their instructions to not do so and one of the main symptoms of Lima syndrome is feeling guilt for caputuring a hostage and he has only felt guilt towards Young Ro not even her roomates who also helped he felt gullt towards.
There is a conflict in the viewers deciding if Young Ro will have Stockholm Syndrome or not but if she has it then Soo Ho will have Lima Syndrome as well it goes both ways
