It's based on the movies, yes, but like @RilikesWux said, maybe it's about comparing titles or also we know already how China treats second seasons or so called adapations. Maybe it will be very loosely inspired by the movies, and they want to avoid drama from the Brotherhood fans? Also latetly China has a lot copyright issues, for years, they were also somehow avoiding it, even if it was clear rip off, so maybe that's also the case?

It' just my theory but - latetly so many titles are dropped/banned/or for whatever reason cancelled, and they must fast swtich to something other they have licensed, so maybe they don't have time, to made proper sub. Or second theory - most of these, latetly also airs on CCTV, and technically, it's the "main" network. And CCTV, as tv channel, doesn't make ENG subs..so yeah, probably tempo and "co-airing" with another network, do the "trick".

Many times, Chinese titles, rather than say it's a reboot, simple put Second season stamp. We had that in the past, when it was also added and adverted as a Sequel/Prequel and has Season 2 in name, but in reality it was like alternate version of prev drama. I think they mostly do that for clout and to "fix" stuff they didn't liked in the first one :P @Sher1264 gave a perfect example of these type of series.
