I actually felt the complete opposite--I thought JXN was the absolute centre of the plot. The show did a really good job of showing how a person's actions and their treatment of others can change everything. Her influence was initially small, but every choice she made that attempted to counter her selfish, ambition-driven past changed the lives of those around her and, in the end, saved the state itself. You're right in that a lot of her power came from her ability to influence others, though, but I dont think that means she wasn't a key instigator for almost all of the plot points.
