I personally use IQIYI to watch so I don't know of any VPNs, but I do know some sites where you don't need a VPN to watch the drama for free.. (none of those pop ups or ads we need the VPN for)

Ya this app (kisskh) lets you track your dramas you've seen or find one you'd like to watch/ show you where you can find them (sometimes...) lol. It's not a streaming platform.
Depending on your region, it won't always work. Like I have Disney+ but I can't watch it on there because it's not in my region. So sometimes the 'where to watch' section is a hit or miss.
Some people recommend Bilibili. It doesn't work in my region, but might work in yours. Ummmm you can try watching it on kisskh.co but I recommend getting an ad blocker. There's annoying pop ups. It mighttttt also be on dailymotion. Sometimes dramas get posted on there and sometimes not.

Perhaps "Unforgotten Night" it's for sure not everyone's favorite and doesn't measure up to this show, buttt it does have the mafia element.
Another one you could try is, "My Dear Gangster Oppa" this one's not super action heavy, it's more on the lighter side, but one of the MLs is in the mafia...
You could also try out "Kidnap" the ML ends up taking a job to 'kidnap' a young rich guy and is ordered to kill him but can't bring himself to do it, so he ends up hiding him. Not really mafia/gangster buttt you can see the vibe...
