Well, as CP he seems dignified, quiet and moves stealth-like working outside the palace as we saw in the early episodes. He and the GP seem to be working together as when little boys.
This drama dedicates so much screen time to so many unlikeable characters.
I like that Show is fleshing them out. Perhaps they may receive some kind of redemption in the end, not that I would mind except for the murderers of the innocent e.g. child and attempted murder of the king.

This needs to be 8-10 episodes based on the storyline and the fact the king and both his sons are useless power tools.

The CPs are a students of their history, etc. and taught by the best in the palace. So yeah, they are scholars too. He would not know about others outside the palace unless he escaped and hung around them, but inside the palace they would be educated, tested and approved by their educators..
