I think the killer's next target was SW. He was at his workshop that GS went to at night. GS was not the target, SW may have been after returning from trying to find his mom or when the evidence placed in his workshop was discovered. Either way, the Mujin PD would not believe a word from him because Det Moon had already clouded their judgements.
