Hmm, from what I've seen (I haven't watched the 4th episode yet), I think the narrative so far is quite coherent in my perspective. But I do see your arguement for a consistent momentum - that's something I look out for most, if not all the time when I watch shows. Though, that being said, I don't mind this flow of stagger for the first few episodes - as long as it smoothes out later along with the progression of the narrative, and thus the wrap-up to the plot arcs they've introduced. Having a fractured structure like this isn't uncommon, so I'm chill with it at the moment.
In terms of Great and Tyme's progression, I think the rapid nature is just to get it out the way a little and have the plot/storytelling more of a focus point. And yeah, they did an awesome job on casting - I'm thoroughly enjoying the chemistry as well as everyone's acting overall.
