fan service is also a part of promoting the show - if other actors do it i see not problem with hogeun also doing it. it's not like they made them do any weird stuff - simple posing to photos with your co-star and maybe reenacting some scenes from the drama. if he is not okay with doing that type of stuff with a guy because of how conservative korea is - i dont see why he would take this role. whether you like it or not, fanservice is and most probably always will be a thing in both bl/gl and straight dramas. and saying that people in korea don't so fanservice - they do, not all of course, but i'd say that the majority these days does. it may not be similar to what we can see in Thailand but it surely does count as fanservice.
as much as i understand your concerns, you cannot say its bad just because some people don't understand the difference between fan service and actual affection. i personally like it, i think it's really nice that actors get another way of showing their chemistry and there is nothing wrong with it - the ones in the wrong are the people who cannot see that it truly is just a part of acting.
the photo was spread throught the internet and as much as im aware it was placed on his stories, so of course as the time passed you are no longer able to see it. just because you cant see it on his ig page now doesnt mean it never happened. As much as i myself believe twitter is not the most reliable source of information, you must acnowlage that there is a massive bl community based on there, therefore any kind of news do spread there the fastest - you cant just say something is not true because it came from twitter and expect me to fight with that argument - looking up that photo there will literally take you two minutes. all i know comes from people kind enough to share their experiences from the fanmeets based in Korea. and also, from what i've seen the only photos which have his co-stars on them are two ones of literal drama posters, none other photos posted with his co-stars. i've also never really seen him talk about the show after it's promotion time ended.
i understand him being busy with his acting carrer but that is literally a part of his job to attend those stuff. if others could make the time for it and fit it into their schedules - why couldnt he? and why would people who payed for the fanmeets excuse him for that? if he has too much work then he shouldn't have taken that many roles (which is not really the case here because at the time it was his only drama if i'm not mistaken). its hard to not think it was intentional. i think its also quite important to note that other actors from the show were also busy - one of them was a member of a kpop group omega x so i can only imagine how hard it must have been to fit all the series related stuff into his usual schedule.

he was "too busy" to attend fanmeetings/press conference while he was just doing some daily stuff (read somewhere that it was really just weightliftig or even hanging out with friends but can't be sure as it's all from twitter...), there was also a situation in which he blurred Jinkwons face in one of his photos because he was in the background which is just rude. even the director said that there was no chemistry between them which i personally think was mostly due to hogeuns attitde towards the whole show, now he doesnt want anything to do with the show, he got into some ad acting with weird game-type skits idk he is a whole ass weirdo and seeing how people go crazy over him in this comment section made me so freaking mad, you should just search 'hogeun' on twt and i'm sure theres more stuff about him...
