Most likely because they want all the characters to speak the same dialect. By dubbing over it they can hire actors from wherever they please and still have them speak the same dialect. Like, imagine Jin Xiao Bao speaking in a different dialect than that of his father despite residing in the same place since he was born.
As an international viewer, I don’t think them having different dialects would bother me at all, but I agree that it feels a little weird seeing the mouth movements not match up…
