Those scenes are not fillers... the most important characters have been introduced and the romance between XZ and FC is more believable this way. We can see how the fell for each other.

I guess maybe we would looked at it differently if we didn't know what would happen, but personally I love slow-burn, so I would never complain!

And I totally agree with you. There are so many chapters that are just politics and on screen it takes less time to show it than reading it.
