I don't think he did that. He was a deity. He said that Heaven is fickle so I assume the decision was made and she was allowed to come back as a humbled nine-tail fox.

Maybe because Netflix wanted to dumb down its productions so people who are often on their phones while watching can keep track. And so there are constant explanaitions of what's going on. I hope Netflix will change it because it's hard to watch.
