I don't see why they have to be upfront, where's the obligation? there was a breakup. There is no "back" to "fool behind". Even a divorced couple has no say over who the next partner is, let alone boyfriend and girlfriend. If they start a relationship, it's in the clear, they don't owe anybody an explanation and should tell people when they're good and ready.

This assumes that the Emperor cares about corruption and justice. It's clear that he only cares about corruption insofar as it interferes with how he wants things run in his empire. He doesn't have to care for the country or people, the reverse is true, the country and people exist to serve him. We're too used to modern values of society
