Towards the end of episode 12, Mr. Cho tells Vincenzo that he's $30 million in debt (or smt), and that he needs to go to the vault to get money. Vincenzo made the tenants leave the plaza by giving them a vacation (I think to a Hot Spring). Once the plaza was empty, Vincenzo and Mr. Cho went down to the Monks' place where the vault is, and they opened it using a picture/data of the owner's eye- obtained from Mr.Cho (I'm not really sure how to explain it, but it's explained in the end of episode 12 and start of episode 13). In episode 13, we basically all believed that the guillotine file was inside in the jacket of Mr. Cho seeing how sad and dramatic Vincenzo and Mr. Cho were.
But in reality, Vincenzo secretly took the guillotine file out of the gold bar when Mr. Cho wasn't looking (you can rewatch this in episode 15 starting at 36:10).
