There was no queer baiting from hwajeong's side at all... Its made clear that she still likes her husband even before the teacher came back and her affection was anything but romantic... She clearly only cared for the teacher as a friend and younger sister... After hearing the teacher's side of the story we know why she was so adamant on being like old times and why she is so attached to hwa Jeong... The teacher's initial actions can be doubtful but after the revelation of her backstory it don't look like she has romantic feelings for hwajeong or her husband...

She still wants to be close to the villag chief even though he proposed her...

Yumi and hyejin are different people with different life experiences... It's not necessary that they need to behave the same way...
