The detective is currently raising the baby like the biological mother asked (she probably didn't want him to end up in an orphanage or for the wife to take him). The scene with the couple that wanted to adopt him was just them visiting him. They are only spending time with him from time to time bc they aren't allowed to adopt any kid since they got caught for child traffiking (trying to adopt him ).
I'm not sure if it's clear who is going to raise the kid for good. I think that's partially why the detective is trying to reach out to the mother (through that letter she's narrating) to "discuss the future of Woosung together". But i don't think it really matters. We are just shown that even if no one wanted Woosung at the begining of the movie, in the end he found a big family and lots of different people that cared for him.

Dropped after 1hour. How can the same director make a movie with some of the most beautiful shots I've ever seen while doing the ugliest editing I've ever seen? I want to give the director a raise while simultaneously fire her for making this. If you want to make something original then great but some things are objectively not aesthetically good like filming every reaction from every characters in a conversation for no reason. Also protip: sometimes no music is the best sound. As for the plot, when watching the first hour of the movie the only things I thought were "Why?" "Huh?" & "???". I don't know whose fault it was that the story was bad and confusing (the OG manga or the director) but one thing is sure, if I have to read the source material to understand your movie then the problem is probably you.
As an adopted child myself I've never understood the way family and adoption were portrayed in kdramas. But thanks to this article I think I can finally understand the obsession of blood-line and why adoption is almost always viewed in a bad light by the characters (still doesn't make it okay though).

This could have been one of my favorite dramas but the way the main character interacts with the other characters and the MANY plot holes pissed me of to no end! But that being said, I think people should still give it a go because the acting and the overall story/concept were great (as far as the first 7 episodes went).
