The time each player transferred to Borderland was different although they were in the same place when the meteor strike took place; for example, Arisu was transferred to the Borderland after Hatter, Aguni, and Usagi (the flashback in the last ep of ss2 shows that Arisu, Hatter, Aguni and Usagi were in the same place at the time when the meteor strike happened). In the subsequent manga Alice on Border Road, Gamon Kano confirms that he had a neuroscientist sister who perished in the meteor strike that took place in the events of Alice in Borderland. Although Gamon does not name her specifically, it is implied through their shared family name and the illustration that Mira aka the Queen of Hearts is indeed his sister. Kyuma, queen of hearts, and other were transferred to Borderland and won all the games before the group of Arisu and other although all of them were in the same place when the meteor strike took place. The time when these citizens were players is described more in the manga than in the series, but basically they are former players, they not automatically became game masters.

Both manga and live action of Alice in Borderland are sooo good. Kento Yamazaki and Tao Tsuchiya is such a perfect on-screen couple considered this is the 4th time they worked together.

You can think that they are in coma in real life while they are the citizens of Borderland. A citizen of Borderland is considered to be dead in real life when a player wins his/her game; for example, the cases of the Queen of Hearts and the King of Clubs when Arisu won their games (the red lazer thing).

"Joker is a mysterious being in the Borderlands, he appears with his signature Joker card, hence his alias, when the final game, Queen of Hearts, is cleared by Usagi Yuzuha and Ryōhei Arisu, as they have refused the permanent residency in the Borderlands.

When Arisu asks Joker if he is the ruler of the Borderlands, he instead asks Arisu if he looks like a God or a Devil. Then the image of Sanzu River comes to Arisu’s mind, believing Joker is the equivalent of the ferryman (who is unnamed but the role is similar to Charon in Greek myth) who carries the dead to the netherworld, hence his subsequent reply, an intermediator. Immediately afterward, all players refusing permanent residency are sent back to reality as promised."
