From what I've seen, South Koreans always abuse and dominate anyone in a lower position. The boss in S.K. is a literal king and will abuse the people below. People literally openly ass lick, and it's so common that the S.K. industry can't sugarcoat it.
Also, most people here are non-Koreans, but South Koreans always put pressure on their stars. Even if the actor or actress is seen smoking or drinking, they somehow make a huge fuss about it. The agencies control the actors, and they have a monopoly going on. Hence, People get depressed because they can't control anything. Celebs are literal puppets and the strict diet plus fitness pressure is immense.
The Public Pressure is extreme so people usually take drastic steps to avoid getting cancelled.

When you finish it, you'll appreciate the journey. I myself decided to stop watching it but I wanted to see the end, and now I love this drama. In the end, you'll be able to join the dots easily. Episodes 11-17 are the convoluted part of the series, while Episodes 19 and 20 are masterpieces alone!

The point was that a mother can't kill her own child. And Yo Han's biological mother witnessed the Young Boy, the future killer, who kills women who're not moral or noble, killing her own mother. And that kid also had psychopathic genes.
So they decided to swap, so if one day their kid decides to act like a psychopath, then the mother can kill the child as they're not her own. It's probably easier to kill someone's else's child than their own.
But you know Mother Love, they can't just kill them easily.

There was No romance, to be honest. Ba reum avoided her and said that he'll officially marry her when she came of age. There was no intimate moment, plus Granny wanted them to marry at first.

Probably in the spur of the moment, they passed the bill. Show got many plotholes like Daniel Lee not telling the public that Yo han got Genius Gene rather than Psychopath and there was no moment where Bong Yi repented about killing Yo han when Yo Han saved him in the past. Kinda incomplete ending ngl but back to the question, they passed the bill coz they wanted to eradicate People like Young Shin(Female Politican), Han seo, and Ba reum. They can't deal with them. Also the Presidents son also died which gave him all the more reasons to pass the bill without taking into consideration that many Einsteins will die too!

Damn I love his role in every series or movie, even if it's minor. He's got the aura that makes him stand out, and he can play incredible villain roles only if they offer him more. Truly underrated!!

The Gangster, Cop, and Devil is a really average film and still so high on the list, while The Man from Nowhere is a classic realistic action film and still so low on the list. Even the Outlaws 2017 got better action than TGCD.
