basically the king was saying that if they removed him, the qing would take over and be was saying you don't want those "barbarians" to take over and that if he overlooks this, the chief counselor can pick the next heir to the throne from one of the king's sons (except not one specific son). so they came to a truce/political agreement for him to let the king go. I guess he also figures the king wouldn't have much longer to live anyway. although it was 4 more years.
