Don't bother with Real Has Come, as others have said started off good but didn't take long to turn into a complete trainwreck, i dropped at ep 27 and considering i made it all the way to the end of Young Lady and Gentleman thats saying something.

It's the same here, no father then the child gets the mothers family name.

Here in my country the only way a father is not on the birth certificate is,
A: the mother dosn't know who the father is, or
B: Father denies it, but a DNA test can change that if the mother wishes to get child support.
As for the family name, if the father is going to be responsible even if they are not together he can insist on his family name being on the BC, but that usually involves a shit fight in the family court so a lot of men don't bother because here the father has to pay for it all if it goes to court, her legal bills as well as his own.
As for DNA tests the "nominated father" has to pay for everything (and i've been through it) to clear his name and only then can he take the woman to court to get the costs back, it's a win if the kids not yours, but she claimed financial hardship so i got my almost 6k back at $5 a week for years.

Who knows lol.

Just a stab in the dark (no pun intended towards FL (of course)) but from what i can make out the Family Registry is like a mini family tree to help stop marriage between semi close relatives (up to a certain point) because so many in both countries have the same family name.
