Until SE found out that HJ can speak, he previously didn't suspect that HJ herself could be making the calls.
But now that he knows that she can speak, things begin to make more sense. So she will be added to the suspect list BUT he will not confront her about it directly since he loves her and once the initial shock is gone, he will understand why she's doing it.

His cold behaviour is wrong but in his pov he thought he was giving her space and that his constant reminders that they weren't real was his way of telling her that she doesn't have to be his puppet to please society. That's why as soon as the "blackmailer 406" tells him how HJ truly feels, he changes his behaviour starts to become more present and attentive. He's always been there for her BTS where possible but once he finds out HJ likes him back, he'll do anything his power to make her feel cherished.
This is consistant with both the novel and book.
(I know that him not knowing sign language makes what I said sound inconsistant but I think for this bit there might be more to the story and we should be more patient till the drama reveals the reason why)
