Although Princess Roujia helped move the Empress Dowager's plan along that killed 30K men, I feel she does want to do good to her nation and raises the living standard to the people including bringing equity to women. In ep 26 when she was conversing with the Dowager, the Princess did say that she wanted to be the ruler so that she could help more unfortunate souls, save more people, and make the country a better place.

What you thought it would be isn't what it is at all; and even if you thought it was, it's no where at the magnitude you'd imagined.
