Lol, everyone has different opinion and perspective. Good ratings doesn't promise a good drama even. The op also stated good things about the drama, not only trashing it.
If I were to use your perspective against you, I'm also permitted to think that maybe korean audience really like shitty ending.
Okay, this one is going to be a little long so bear with me.
First, I will talk about the good things. The plot, storyline is very good. I also like the pace of the story, I finished almost all the episodes in one sitting. The hero did a good job with his acting, not to forget the acting of the villain too, Cho Tae-sob. The drama portrayed the reality, bitter truth on how people abuse their power, always thinking about themselves and their greed while they're being paid to serve the people. The rich would always getting richer, while the poorer would always one step behind. Everything about this drama is almost perfect. Almost.
Why almost? Because Ep 16 kinda fucked it all up. It felt all over the place, with no proper execution or momentum that this drama had for the past 15 episodes. I want to talk about the debate scene. Am I supposed to feel excited, thrilled or something? Because I definitely didn't. Instead, I felt disgusted because it didn't have the effect, the feel or satisfaction that said "Gotcha you asshole!".
Next, we talk about Lee Min-soo. Was he really a double agent? Did he become one to help Hee-woo or to destroy Cho Tae-sob by himself ? If he indeed was a double agent, he surely didn't look like one. If you guys know the answer please enlighten me.
And don't even get me started with Kim Hee-ah. I feel like she was in the show to do the advertisements job only😂. The romance was... let's just stop it at "rushed". They could have shown their chemistry better if they would be endgame at the end. Kim Han-mi had better chemistry with Hee-woo after all.
Simply to say, the ending was bland. The way Cho Tae-sob got away with his crimes just like that almost had me smash my tv.
