You're right! They did point that out. But in these type of two languages dramas (which only happens in low-budget shows) they almost always give such explanations, but it doesn't make that much sense for someone who understands completely a language not to be able to talk the said language and everyone around also being the same as her, plus if she was transferring she would've have to go through a korean course before. In reality they just wanted to shorten the filming process as it's harder for actors to practice the dialogues in another language. Don't take this seriously though, I personally am not bothered with it in this but just mentioned for people who could be
