You got it wrong. Both Yan Li and Yan Sui are the biological sons of Yan Han, the imposter Emperor. Remember that the real emperor died around the time that Yan Li's mother was pregnant with him so Yan Sui is the biological son of Yan Han. In lieu of there being no Emperor, the Empress Dowager decreed that Yan Sui would be the next Emperor. As for why Yan Li didn't become Emperor was simply because he was not interested.
