This happened right when Moving ended, and is happening right at the end of Light Shop. So I reckon both of them happened simultaneously and are now being joined in the current timeline. It's not like he "didn't remember" her. He very well remembered her, he was the one narrating is story to the detective in ep 7. He just couldn't identify her daughter, which is natural. I also don't identify all my relatives from my childhood who magically appear now and say we were there when you were 4. The daughter remembered him because he is the father, she must have had photos of him, also he didn't age. So he looks the same as he did when he died, it was easier for her to recognise him rather than the other way round.

It must be set in the same universe. The happenings of this drama took place in 2018, although I do not remember when Moving's story took place, but I believe all of this happened simultaneously. Especially since it was ordered to silently close the school collapse case from "higher ups," you know who the higher ups are. Two different stories happening simultaneously, we might see them joining in Moving 2.
