If she reported the kidnap of Dahyun, the police can narrow down their search to the area where Dahyun was found. They could effectively use their resources where it matters, and not stretch their manpower, which gave the kidnapper opportunity to avoid the house search. They can identify and investigate the kidnapper that died. Check his criminal records, phone records, etc. That police said he didn't find any connection with Gyeyoung, but he's only a substation police, not an experienced investigator. Nor did he use much time to do the background checks before easily concluding nothing was connected. Had they discovered an actual serial kidnapper, the local police could call higher reinforcements. Prior to that, it would be considered a child wandering off, which is a very different level of urgency.

I think it makes sense that the police understood her actions will not be excused in court. There's this thing called "excessive self-defense" in Korea that makes killing a person inexcusable even if it was for self-defense. To be considered "reasonable self-defense", the aggressor can not be more hurt than the victim. He's dead, so the comparison of injuries is clear.
