First, the lady who offered chocolate and the lady who sat next to him are 2 different people.
The reason why the First Lady offered the kid chocolate (besides Yongdae looking and sounding bothersome) was to bribe him to run for her. Back in the days, seats weren’t assigned , first come first serve. So she offered the kid chocolate and asked if he’s good at running. But eventually seems like that lady didn’t board.

The kidnap motive is up to interpretation, the killing motive is to not get caught. Anyone with a clue about what he did was silenced. He’s not a killer for the thrills, but for self preservation

Even when serial murderers are incarcerated, not all cases get closed. With the exception of kidnapping Gyeyoung, where the motive was purposely ambiguous, his motive to kill were all obvious. It was so he doesn’t get caught. So it’s unrealistic that he will confess the murders that they don’t have evidence of. He had no reason to incriminate himself more and get a longer sentence. To me the cases weren’t legally solved, but the truth was revealed to us. That’s enough closure to me as a viewer.
