There's a scene where someone said that Phoenix Queen is eligible to ascend also as a God. In the immortal realm, she is of highest status. Yuan Qi belongs to the God Realm so that's why even if he's powerful, his place is not in the immortal as the Phoenix Queen rules. Or one of the plausible reasons is that YQ is guilty of everything he did so he just wants to make it up to her beloved by humbling himself. This is just what I infer from the informations given in the drama, correct me if I'm wrong.
