In the end when evil spirit was summoned, he appeared but he was only a (previous) host too not the original spirit…
He probably could move from one body to another. Unlike when its original host was killed hence its only option then was to find another host with the same frequency. But when it went on to possess the mayor's son's body, it was still attached to the mayor's body.
