Yes but sociopaths/psychopaths will often try and blend in as long as it suits them and I did have some suspicion that the only reason Hidaka hired people desperate for a job was so that they would do anything for him. Wouldnt that be diabolically clever?

also the legend they are talking about which I at first thought was made up for the show is the buddhist flower growing contest myth; between a light deity (Maitreya) and a dark deity (Sakyamuni.) over who will rule the world. The light deity manages to grow a flower while the dark deity cant so cheats and steals the light deitys flower: eg Mochizukis body
I suspect that the mysterious flower is this...unless they just make one up lol

Hidakas murders are triggered by the number 4. It seems significant in that it makes me remember what Yamaki told Mochizuki
