I'd say try it at least until episode 24. Episode 20 is when things kick into gear after all the set up and it really started blowing me away with how good it is. Personally, I think it's incredibly worthy of its hype throughout, but I do agree, first part of the drama does feel slow especially if you're watching it for the first time. But things make more sense as a whole and there's a feeling of "dominoes starting to fall" as the progression of plot becomes more intense past episode 20.
