Just look how he treats her in comparison to the other residents. She's smart enough to know when to give up and she isn't there yet.

At the end of season 1 he turns her down to go to his ex, but I think he will have a change of heart as the season goes on. She is persistent but she respect his boundaries a lot, and he is slowly giving in.

It's obvious Song Hwa would give that answer. No one in their right mind would accept that confession right away at the risk of making things weird for everyone. Ik-Jun still doesn't know about his sister so he doesn't have to deal with it as Song Hwa did. Both acted mature and it's up to him to show her that's worth it.

It's just the way the writer does things. The first episode of the last season had this vibe. Remember, it's only one episode per week.
