It is indeed a binge-watch series. Had to take a breather from time to time to actually come back to the real world. That said, I'll try to answer your questions.
1. I am not entirely sure, since a lot of things are not explained in the first season. (Thus, I think that the second season was initially planned, tho they waited on feedback to see if they should execute. ) Based on my speculations and going around the age of Pom, who I guess is between 25 and 28 years old, I don;t think they select students every year for The Gifted program. I may be wrong, but to me it makes the most sense. Or in other words not every year there are gifted students in the classrooms. Especially after watching the trailer for season two, there seem to be only two new additions to the program.
2. What happened to Non is still a mystery to everyone. Nothing more was revealed after the memory erasing. My guess would be that it is expected to unveil in season two.
3. The folder was hidden. When they caught Non, the red folder was hidden in one of the desks. But there is indeed a plot hole here or maybe a scene we were not supposed to see... y'know to deepen the mystery. When Namtarn when into that storage/empty room (w/e it was) was the first time they revealed the folder. She saw it in her vision. Then it appeared in the hands of Ms. Ladda. My guess here is that when Namtarn passed out and Pang had to take her to the med ward, Ms. Ladda did a bit of digging there herself, because in reality nobody knew about that freaking folder except Namtarn. So, I guess she stumbled upon it and took it for safe keeping or whatever. That is also why she immediately knew what Wave was talking about on the phone in her office. She's a smart woman after all.
Basically, there are a lot of things that we do not know regarding the plot. Hopefully season two will be executed in the same brilliant way as the first.
