I assume that since he was in a secluded monastery they didn't get the news of or realised what was going on, after all we do not know how far the monastery was or how far the river took him where he was found 2. Jeongyo said that he was trying to find his kidnappers and it was also told that the shooter was in jail and was recently released so both pio and jeongyo probably went to meet him on the very first day after he was released or maybe jeongyo stalked pio because the other kidnapper told him that pio was the culprit
