I think it's always after they come up with a new plan to countermeasure a problem.

For ex, the Dumpling party after DE's death - the person who bullied Dan physically and mentally, also tried to kill Dan. So happen, it was Winter Solstice. At the same time, the doctor asked WanYin to discuss with Dan, to free YongEr from palace, which actually has been discussed between them, and approved by Dan. In a way, it was a farewell party for Yong Er too.
